CPI-M against proceeding with Indo-US nuke deal

The CPI-M today said the Centre should not proceed with the Indo-US nuclear deal without clearing all extraneous terms and foreign policy implications of the bilateral agreement for atomic cooperation.

"The actual terms set out in the legislation do not offer full civilian nuclear cooperation and other measures spelt out by Prime Minister Manmohan Singh in his August 17 statement in Parliament," the CPI-M Central Committee, which concluded its three-day meeting here, said in a statement.

The debate in both Houses of Parliament on the US legislation had made it clear that a majority of MPs were against proceeding with the bilateral agreement on the terms set by the US, it said.

"It was not enough to cite President Bush's statement that the executive can exercise its prerogative in the specified areas without being bound down by the US Congress. This is a subjective interpretation. A new president assuming office in 2008 can decide to abide by the provisions of the law," it said.

It said there were objectionable clauses in the agreement like the annual reporting by the US president on India's nuclear energy sector to Congress, besides a modified additional protocol with the IAEA.

It said there was shifting of the goalposts in terms of two new provisions on alternative fuel supplies from friendly countries in case the US cancelled its obligations.

The central committee called on the CPI-M to launch a campaign against the dangerous implications of the Indo-US nuclear agreement.
